Rotterdam Port operators launch 'Track Together' emergency shunting pilot

Six major rail freight operators have signed an agreement to launch "Track Together," a mutual-aid operational scheme designed to reduce congestion on the Port Railway Line in Rotterdam.

Starting 1 April 2026, Rail Force One, HSL Netherlands, DB Cargo Nederland, RTB Cargo, LTE, and Rail Cargo Group will allow each other to take over train movements at fixed rates during capacity disruptions.

The participants represent 70% of the market share on the corridor stretching from the Kijfhoek yard to the Maasvlakte terminals. The agreement establishes a standardized administrative and physical framework for transferring trains between operators when the original carrier faces locomotive or personnel shortages. By ensuring tracks at terminals are cleared promptly during deviations from the timetable, the scheme aims to prevent the "knock-on" delays that typically freeze terminal slot availability.

Operational logistics will be managed via the PortFlow app, developed by RailApp with support from the Port of Rotterdam Authority and the Topcorridors programme. This digital platform facilitates the booking of relief journeys and real-time information sharing between the competing carriers.

The initiative will run as a seven-month pilot program. During this period, the Port Authority and participating operators will conduct monthly reviews to assess the impact on network reliability and capacity utilization. If performance metrics are met, the temporary shunting agreement is expected to be converted into a permanent operational standard for the port area.
