The "InfraStatus 2023" report identifies two primary areas requiring immediate attention.

The need for extensive maintenance across Norway's railway network has surged by EUR 967 million within a year, according to Bane NOR's latest report, "InfraStatus 2023." The report underscores the pressing requirement for upgrades to ensure the railways meet future operational standards and the demands of a growing passenger base.

Bane NOR, the entity responsible for managing Norway’s rail infrastructure, reports that over 20% of its facilities require renewal within the next 12 years. This comes at a projected cost of EUR 10.8 billion, up from EUR 9.86 billion in 2022. The rising figures reflect the increasing pressures on an aging infrastructure that needs significant investment to keep pace with modern requirements.

Two primary areas requiring immediate attention are:

1.     The catenary systems that supply electricity to the trains

2.     The drainage systems crucial for flood prevention.

Bane NOR has already initiated major work on the catenary systems, particularly on the Bergen Railway between Hønefoss and Haugastøl. This is part of a broader effort to upgrade the electrical supply to ensure uninterrupted service.

Additionally, the need for improved drainage systems is critical. With climate change bringing more frequent extreme weather events, such as last year's "Hans" storm that inundated large parts of Eastern and Southern Norway, the existing drainage infrastructure has shown vulnerabilities. Bane NOR has identified that at least 5,000 drainage pipes, or culverts, need renewal to mitigate flood risks and prevent further damage to the railway lines.

Despite the challenges, Bane NOR's overall assessment of the railway condition in 2023 remains "good." However, the significant portion of facilities needing renewal highlights a gap that could affect punctuality and reliability if not addressed. The call for more funding is a central theme in Bane NOR’s submission to the National Transport Plan, currently under review by the Storting (the supreme legislature of Norway).

Bane NOR's ongoing maintenance and upgrade efforts are part of a broader strategy to handle the increased strain on the railway network. The rising number of train departures and passengers, while indicative of the network's popularity, also puts additional stress on the infrastructure. This congestion often leads to delays, as even minor issues can quickly escalate into larger disruptions.

The infrastructure's age is a complicating factor, with many facilities outdated and in need of modern solutions. Bane NOR acknowledges the complexity and costliness of these upgrades but emphasizes the necessity for long-term strengthening of the railway system. This approach is part of their commitment to working closely with train operators and other stakeholders in the sector to enhance the overall resilience and efficiency of the rail network.
